Governor Earl Ray Tomblin was at Eastwood Elementary School in Monongalia County on Wednesday.
The Governor participated in a ceremonial signing of Senate Bill 209 and House Bill 4619.
The Senate Bill allows specials needs student to participate in graduation ceremonies. House Bill 4619 authorizes innovation in school districts.
"We can look at our state educational system and to ask for an opportunity to waive either law or policy to be able to create an innovative zone as a county," said Monongalia County Superintendent Frank Devono. " Right now, there's a policy where we can do it on a school by school basis. This way the county Board of Education can look at being innovative in some way and ask for a waive of a policy or guideline and be able to incorporate maybe some of those local techniques."
This was also the first time Tomblin visited Eastwood Elementary since his first visit when the school was still being constructed.
