Fairmont Man Accused of Hitting Child, Arrested on Neglect Charge

The Fairmont Police Department has arrested a Fairmont man on a child neglect charge after receiving a call from a woman who said her 2-year-old had been struck and was having trouble breathing.

Marion County Dispatch advised they could hear a man yelling in the background during the call, according to a criminal complaint. When police arrived, they found Kristopher Shaffer, 34, leaning out of a window with a black object in his hand. Police initially believed the object was a gun and took Shaffer into custody. Police said his hand was bleeding and he was armed with two knives in the waistband of his shorts. The residence was covered with blood and there were additional knives laying around the house, said police.

Shaffer is being held in North Central Regional Jail.
