The City of Buckhannon is applying to join West Virginia's Home Rule Pilot Program.
City Administrator Michael Doss said participating would help Buckhannon find better ways to provide services for the community.
The application looks at four things: economic development and tax incentives, abatement solutions, public safety, and equipment and real estate property.
The program allows local governments more autonomy.
"Essentially with home rule it takes the power down out of Charleston, and gives it at the local level, and again allows us to do the things we need to do at the local level without being constricted what's in West Virginia code and down in Charleston," said Doss.
A public hearing will take place May 1.
The city's application must be submitted to the home rule board in Charleston by June 2.
