West Virginia State Police have arrested two people on child abuse and neglect charges.
Sgt. Adam Scott of the Crimes Against Children unit has arrested Tony Todd, 21, of Fairmont, and charged him with one count of child abuse causing bodily injury to a 2-year-old boy. Todd admitted to Sgt. Scott that he hit the victim on several occasions in the face, most recently causing severe bruising from a slap in the face, knocking the victim into a rocking chair.
Sgt. Scott also arrested Todd's girlfriend, Nicole O'Dell, 20, of Fairmont, and charged her with two counts of felony child neglect for lying to police and child protective services. O'Dell made up false stories about how the boy was becoming bruised and ultimately not protecting the child from Todd, said Sgt. Scott.
Todd is being held on a $45,000 cash or surety bond O'Dell was placed on a $70,000 cash or surety bond but later posted bail.
