    The West Virginia Department of Agriculture is responsible for monitoring and regulating meat and poultry production in the state, monitoring and protecting crops and aspects of the state’s food supply, training farmers, promoting agriculture and coming up with new agricultural programs for the state.

On Jan.22, the House of Delegates passed HCR42—the Biggert Waters Flood Insurance Reform Act of 2012.

Delegate Randy Swartzmiller, D-Hancock, said "what this resolution does is encourages Congress to revisit and revise what's known as the Biggert Waters Flood Insurance Reform Act of 2012."

According to Swartzmiller, flood insurance premiums have increased for individuals and businesses due to super storms like Katrina and Sandy and the "millions and millions of dollars" such storms have cost FEMA.

Because the monetary cost to FEMA was so great, Swartzmiller said the Biggert Act spread the cost across everyone in the country, resulting in "astronomical increases" for those in the Mountain State.

In one case, Swartzmiller described a lady who was selling her home for $80,000 and learned that it was going to cost $8,000 just through the flood insurance under the Biggert Water Reform Act.

"When folks were doing their due diligence, they found that it was going to cost $8,000 on an $80,000 property just through the flood insurance under this act," he said.

Swartzmiller also pointed out that although it has been said auto insurance in the Mountain State is high, the cost for that particular service is not picked up by other states.

"We've been told time and time again our auto insurance is higher than other states because we have mountains," he said. "We have hills. We have a high deer population. I don't see anyone picking that cost up. We shouldn't have to pick up the cost because (people) chose to have property on the beachfront."

The resolution was passed quickly in order to send it to Washington D.C., with the hope that Congress will "revisit the Biggert Water Act and to revise it."

Adopted during the floor session was  a resolution requesting Star City interchange on I-79 in Morgantown be named "Michael A.Oliverio, Sr., Interchange." House members also passed House Bill 4003, granting dual jurisdiction to counties in order to enforce truancy policies.
