The Belington Police Department arrested a Barbour County man and charged him with domestic battery, violating a protective order, first degree sexual abuse, and three counts of cruelty to animals.
Belington Police allege that William L. Marsh, III, 43, shot his neighbor's dog in Dec. 2013, later retrieved it, decorated it with Christmas items, and took pictures of the dog. Marsh is accused of two similar offenses in April and Aug. 2013, where he took pictures of himself with a dead dog, mutilated the dog with a machete, and took pictures of himself wearing the dog's skin and biting the dog's tongue, according to a criminal complaint filed by Belington Police Chief D.J. Harris.
Marsh is also accused of grabbing a woman by the hair and screaming that she was possessed, citing that he could see it in her eyes and that he would "get the demon out", said Harris in a criminal complaint. Marsh is accused of sexually assaulting a woman and violating an emergency domestic protective order.
Marsh is being held in Tygart Valley Regional Jail on $50,000 bail.
