Rep. David McKinley, R-W.Va., introduced a bipartisan bill with Rep. Brad Schneider, D-Ill., in the U.S. House of Representatives on Nov. 26.

The Economic Recovery On-The-Job Training Act would provide on-the-job training for millions of out-of-work Americans, lawmakers said.

"On-the-job training is an effective and efficient way to transition workers to new industries by giving them both new skills and new jobs," McKinley said. "We have seen thousands of workers head to the unemployment lines, whether it's due to the EPA regulations bankrupting companies or other industries simply cutting back due to a sluggish economy."

The act authorizes the Department of Labor to award competitive grants to establish and support local on-the-job training programs in economically disadvantaged areas. In the state's 1st Congressional District, training would be available for unemployed workers formally with manufacturers including ArcellorMittal in Weirton, Century Aluminum in Ravenswood and Philips Lighting in Fairmont.

The programs connect unemployed workers with jobs and provide employers with training; they have a proven track record of helping unemployed workers gain news skills to find and keep employment.

"These programs also provide important incentives to small businesses to encourage job growth in the First District," McKinley said. "On-the-job training programs are important for preparing workers for a changing and increasingly diverse job market."
