U.S. Marshals arrested Alex Sander Orellana Cruz in Baltimore, MD late Wednesday night.
According to a release, federal investigators became involved in the case on Tuesday and suspected that Cruz and Xavier Ramos Rubio were traveling between Frederick and Baltimore, MD.
U.S. Marshals found an address for Cruz in Baltimore and were able to arrest him without incident shortly after 11 p.m. Wednesday, according to the release.
"We are confident we will have Victor Xavier Ramos Rubio in custody soon. The highest priority is being given to this case, the alleged criminal conduct was a violent and heinous act," said Alex Neville, Supervisory Deputy US Marshal in a statement.
The search for Xavier Ramos continues.

Authorities are looking for two men who were involved in a sexual assault investigation in Grafton.
On June 15, the Grafton Police Department initiated a sexual assault investigation after receiving a complaint about two female juveniles ages 14 and 16 who were forcibly restrained and held against their will at the Crislip Motor Lodge locating in the Blueville area of Grafton.
Search warrants were obtained for two rooms at the lodge and the West Virginia State Police Crime Scene Unit responded to the scene to gather forensic evidence, according to a news release from the Grafton Police Department.
After investigating, law enforcement identified two male suspects, Alex Sander Orellana Cruz and Xavier Ramos. Both are being charged with two counts of kidnapping and two counts of sexual assault in the second degree.
Warrants for their arrests have been obtained but both Cruz and Ramos have since left the area, according to police.
The U.S. Marshal Service is assisting law enforcement in locating and apprehending Cruz and Ramos.
