Cowper Company, LLC and state environmental regulators have negotiated a voluntary remediation to clean up the former Mathew Brothers Bulk Plant site, located on Route 58 west in Anmoore in Harrison County.
Under the Voluntary Remediation and Redevelopment Act (VRRA), Cowper Company and the state Department of Environmental Protection's Office of Environmental Remediation (OER) are working together to address potential areas of concern on the 7.94-acre site. According to a news release from the W.Va. DEP, the site operated as a bulk petroleum plant from 1968 to 2001.
Operations at the facility included bulk storage and distribution of petroleum products, including leaded and unleaded gasoline, diesel fuel, industrial lubricants and heating oil. According to the news release, all structures have been removed from the property, leaving the site currently vacant.
In March 2004, a preliminary subsurface investigation was conducted and approximately 8,600 cubic yards of contaminated soil was removed during 2004 and 2010, according to the news release.
The agreement between Cowper Company and OER includes "provisions for identifying human health and ecological risks associated with current and potential future uses of the site in order to establish appropriate cleanup standards." Provisions for additional remedial actions, if any, necessary to meet those standards are also included in the agreement, officials said.
OER will then review a final report to confirm that work meets all remediation standards, according to the news release.
