Region Four of the Division of Homeland Security and Emergency Management held an exercise in Upshur County on Thursday.
The exercise simulated a flooding disaster, with mandatory evacuations.
An interoperable communications exercise also tested radio capabilities.
Organizers said the exercise allows participants to find how long it takes to respond.
"I think its paramount that we do this, it's for everybody's safety and benefit that we can do this and do it well and the more we exercise the better off we are," said Bruce Minor, Pendleton County OEM.
"We do exercises through the year, and once a year we do a boots on the ground type exercise and it helps you get familiar with your equipment and you not fumbling around when your trying to set it up for real," said Cindy Hart, Barbour County OEM.
Braxton County hosted another exercise.
In all, 10 counties and 60 agencies participated.
