Harrison County has remained using paper ballots in it's elections, and it is usually one of the latest counties to report all returns.
This year, a problem with an electronic ballot scanner caused delays. At one point in the evening, it could only process votes one ballot at a time.
"We had a few issues, mechanical issues in the beginning," Clerk Susan Thomas said, "but we made some adjustments and the ballots went through once we made the adjustments."
There were also issues with voters arriving at polling locations unsure of their registration status.
Thomas urged voters to be more careful at polls in the future, and look over sample ballots before heading out to vote.
