Monongalia County Commissioners did not issue their formal response to the City of Westover Wednesday after denying its bid to annex the Morgantown Mall.
Commissioners have to provide a written response to the city as part of a court order.
The vote was split 2 to1.
Commissioners on both sides will be issuing formal responses.
"That'll become part of the record and should Westover appeal this to the circuit court, then they'll be able to see the logic behind commissioner Bartolo's thoughts as well as Commissioner Callen's thoughts and my thoughts," said Asel Kennedy, of the Monongalia County Commission.
The commissioners will have their letters ready by next week's meeting.
Then, Westover has 30 days to appeal the decision.
